International Mobility Program

Canada’s International Mobility Program (IMP) allows skilled foreign workers to temporarily work in Canada as intra-company transferees. If a foreign national is employed by a multinational company outside of Canada, they may be eligible for an LMIA-exempt work permit to transfer to a Canadian branch or location of the same company. This rule applies to workers from all countries.
When hiring a foreign worker under the IMP, employers typically need to pay a $230 employer compliance fee. However, this fee is not required for employers hiring an open work permit holder. There are also exemptions for certain roles, including positions covered by non-trade agreements, specific research jobs, and charitable or religious work.
Job offers made through the IMP must be submitted via the IRCC’s Employer Portal. Employers will need to create a profile and provide detailed information about the job being offered, such as duties, required education, experience, and compensation.

Requirements for the International Mobility Program

For the Foreign Worker:

  • The foreign worker must apply online for the work permit.
  • All required documents for the visa application must be submitted by the foreign worker.
  • The worker must apply for a work permit, which comes with specific requirements and conditions.
  • The foreign worker may be eligible for an open work permit, allowing them to work for any employer, without being tied to a specific job (subject to certain conditions).

For the Employer:

  • Most employers (but not all) must submit an offer of employment through the Employer Portal before the foreign worker applies for a work permit.
  • If the foreign worker already holds an open work permit, the employer does not need to submit an offer of employment or pay the employer compliance fee. This is applicable to LMIA-exempt employers.
